COMMUNITY CORRECTIONS BOARD.
The Community Corrections Board is a State mandated program (K.S.A. 75-4317 thru 75-4320) which was established in the fall of 1989 by the Kansas State Board of Corrections. Lyon County and Chase County jointly, as the 5th Judicial District, established the local Community Corrections Board in August, 1990. The board will consist of thirteen (13) members: (3) appointed by the City Commission, (3) appointed by the County Commission, (2) appointed by Chase County, (1) Sheriff, (1) Police Chief, (1) County Attorney, (2) Administrative Judges.
Members serve a two-year term. The board meets quarterly in the Court Services building meeting room at the Lyon County Courthouse at 433 Commercial.
The primary goal of the board is to prevent the incarceration in state institutions of certain adult and juvenile offenders by providing the courts with additional sentencing options locally available.
EMPORIA-LYON COUNTY CONVENTION AND TOURISM COMMITTEE.
This is a seven member board consisting of a persons interested in the tourism industry. The committee is responsible to the City and County Commissions. Duties of the committee are to make recommendations concerning expenditures for promotion of conventions and tourism to both Commissions. This Committee was established by Resolution #1381 authorizing the levying of a Transient Guest Tax, providing for use of the revenues of said tax, establishing a convention and tourism committee, and providing for the appointment and terms of service for members of said committee.
Members serve a three-year term which expires on December 31. There is a two-term limit on the number of terms a member may serve. This Committee meets on the 3rd Monday of each month at 12:00 p.m. at the Trusler Business Center.

EMPORIA-LYON COUNTY METROPOLITAN AREA PLANNING COMMISSION.
EMPORIA PUBLIC LIBRARY BOARD.
EMPORIA RECREATION COMMISSION.
GOLF ADVISORY BOARD.
EMPORIA HUMAN RELATIONS COMMISSION.
This Commission consists of nine members and is appointed by the Governing Body. The Commission is to investigate alleged unfair or discriminatory practices among diverse groups of our citizens in regard to discrimination, segregation and separation based on the race, religion, color, sex, age, physical handicap, national origin, or ancestry of individuals in the securing or holding of employment, public accommodations and housing. The Human Relations Coordinator is appointed by the City Manager.
Members serve a three-year term which expires on May 1 and may serve no more than two consecutive three-year terms . This Commission meets on the 2nd Monday of each month at 5:30 p.m. in the City Commission/Municipal Court Room. (Ord. #1141 - re-established the Commission.)
